From a review of 24 local governance documents, distinct patterns emerge regarding how cities are managing AI. For instance, Spokane prioritizes technical transparency, whereas San José implements a more public-facing approach by actively involving citizens through an accessible AI inventory. This highlights a shift from purely bureaucratic oversight to a more informed and engaged citizenry.

The Fine Line of AI Applications

Interestingly, not all cities draw the same line when it comes to prohibited AI applications. Seven out of the 24 cities clearly outline restrictions against fully automated decision-making, emphasizing the need for human oversight. San José stands out with a detailed list of forbidden technologies, which includes practices like social scoring and emotion analysis, aiming to mitigate risks associated with privacy breaches and ethical violations.

Collaborative Efforts for Safe Governance

As cities face similar challenges in AI governance, collaboration emerges as a vital tool. This ongoing dialogue among municipalities fosters knowledge-sharing, enabling cities to learn from each other’s successes and failures in implementing AI safely. Such cooperation is crucial to establishing common standards that could serve as a national framework for AI governance.
